Our Team

PEDC is led by a seven-member Board of Directors.  Our Board of Directors is appointed by and serves at the pleasure of the Pearland City Council for two-year terms.

Board of Directors

Mona Chavarria

Chair

Mona Chavarria joined the PEDC board in 2014. She is the president/owner of A&A Cleaning Services in Pearland. A member of the Pearland Rotary Club, she also serves as its treasurer. Other board service includes the Pearland ISD Education Foundation, the Silverlake Lions Club and the City of Houston Mayor’s Literacy Task Force. She also served as past chair and treasurer/secretary of the Pearland Chamber of Commerce, as well as president, vice president and treasurer for the Adult Education Center.

Chad Thumann

Vice Chair

Chad Thumann joined the PEDC board in 2018. He is currently the President of Sideline Investments, LLC. A member of the Pearland Lions Club, he previously served as its vice-president. He is also a board member for the Forgotten Angels Foundation and a committee member for the Houston Livestock Show and Rodeo and the Pearland 100 Club. He previously served as a commissioner for Brazoria County Emergency Services District No. 4 and a member of the Bond Oversight committee for Pearland ISD.

John Lyle

Secretary

John Lyle joined the PEDC board in 2018. He currently serves as Senior Vice President of Healthcare Service Lines for Kelsey Seybold Clinic. John has previously served as chair of the Pearland Chamber of Commerce; he is also a board member for the Shadow Creek Ranch Commercial Property Association.

Antonio Johnson

Director

Antonio Johnson, PT, DPT, CDP, CDE joined the PEDC Board in 2019.  He is currently the Director of Diversity, Equity, and Inclusion for Cantex Continuing Care Network. He is active in coordinating community service activities throughout Pearland as a member of the Pearland-Manvel-Fresno (TX) Alumni Chapter of Kappa Alpha Psi Fraternity, Inc and also serves as a YET mentor with Alvin ISD.

He has previously worked in a leadership advisory role to develop technology innovation labs and refine industry standards with industry bodies like Warehousing Education and Research Council, Supply Chain Council, Confederation of Indian Industries, Retail Association of India, and SAP Labs.

Michi Bruns Clay

Director

Michi Bruns Clay joined the PEDC Board in 2022. She currently serves as the Regional Vice President for LiftFund. Michi is one of the founding members of the Greater Pearland Area Chapter of The Links Inc., where she serves as the Services to Youth Chair; a Facilitator in the Brazoria County focused STEMulation Academy; as well as contributes to Keep Pearland Beautiful. She has previously served with the Pearland Chamber of Commerce. Michi is the Founder of Encompass Healthcare Management, Inc.

Kevin Cole

Mayor, City of Pearland

Kevin Cole was sworn in as Mayor for the City of Pearland in November 2020. Prior to becoming mayor, Cole has a combined nine years of prior City Council service. Cole has also served on various committees and boards for local economic development, including serving with the Greater 288 Partnership, the Northern Brazoria County Education Alliance, and the Pearland Chamber of Commerce. He has also volunteered his time with local nonprofits, including the Vic Coppinger Family YMCA and various private schools. In his professional career, Cole spent 20 years developing real estate, currently serving as the principal for Cove Matrix Development.

Clay Pearson

City Manager, City of Pearland

Clay Pearson joined the City of Pearland, Texas as City Manager in March 2014. With nearly 25 years’ experience in municipal government prior to Pearland, he served the City of Novi, Michigan including as the City Manager for eight years. He had 14 years total in Novi, including six as Assistant City Manager. Prior to Novi, Pearson served the City of Elgin, Illinois for a decade in various capacities, including Assistant City Manager, Budget Officer and Director Code Administration and Neighborhood Affairs.

Jim Johnson

President/CEO, Pearland Chamber of Commerce

Jim Johnson was named President/CEO of the Pearland Chamber in July 2021. Johnson comes to Pearland from his role as President and CEO of the Georgetown Chamber of Commerce. He also previously served as President and CEO of the Lufkin/Angelina Chamber of Commerce. Prior to his tenure in Lufkin, he served as Vice President with the Pearland Chamber.

Jim Johnson was named President/CEO of the Pearland Chamber in July 2021. Johnson comes to Pearland from his role as President and CEO of the Georgetown Chamber of Commerce. Matt Buchanan

President

Matt directs all business attraction and retention activities for Pearland and is responsible for the overall operations for the Corporation, including business attraction, retention and marketing, transportation, mobility and infrastructure, Lower Kirby Urban Center, and corridors and beautification.

Brian Malone

Vice President

Brian oversees the implementation of strategies to attract new jobs and new investment in Pearland. His primary responsibilities include generating new business prospect leads and facilitating the attraction of new companies, along with coordinating business retention and expansion efforts.

Mou Sarkar

Workforce Director

Mou leads the implementation of workforce-related initiatives on behalf of PEDC to build and strengthen connections between Pearland’s talent pipeline and business community. She works with community partners to align and improve education and training services in the region and serves to develop connections among these providers and regional businesses to ensure Pearland is maintaining and enhancing its competitive edge in workforce and talent.

Melissa Black

Director of Marketing

Melissa oversees the implementation and management of the PEDC marketing plan, and the design, development and direction of targeted campaigns to recruit new business to Pearland. She is responsible for all printed and electronic communication materials including the PEDC, community and demographic information, and social media.

Valerie Marvin

Senior Development Manager

Valerie leads the implementation of PEDC’s efforts on new development, redevelopment, and beautification projects, with focuses on Lower Kirby and the city’s major thoroughfares. She works with property owners, businesses, appraisers, attorneys, engineering, planning and environmental consultants and contractors to complete infrastructure improvements and beautification enhancements.

Valerie leads the implementation of PEDC’s efforts on new development, redevelopment, and beautification projects, with focuses on Lower Kirby and the city’s major thoroughfares. Jessica Byerly

Development Manager

Jessica assists with the implementation of development and beautification projects and supports strategic planning, business attraction, retention, and marketing. She works with city departments, contractors and consultants to carry out the PEDC’s efforts on redevelopment projects and beautification areas through research, communication, and project management.

Roxanne Luna-Larsen

Office Coordinator

Roxanne coordinates and maintains the administrative support functions for the PEDC.
