Spectrum Development Plan

The key to creating, branding and marketing a “sense of place” is to have a true destination. The Spectrum at Clear Creek has the potential to become the destination for not only Pearland, but the entire region. Nestled between Beltway 8 and Highway 288 South, The Spectrum is a 1,000 acre development that is zoned for both business and pleasure. Creating a unified identity with mixed-use property that encompasses a central business district and a “livable center” is the goal.

Generating business activity in The Spectrum at Clear Creek has been a high priority of the Pearland Economic Development Corporation that has garnered much staff time and energy to accomplish. Recently, PEDC secured the first success story for The Spectrum. The recruitment of Cardiovascular Systems Inc., (CSI) a medical device manufacturer based out of Minneapolis, is the anchor of this development that will begin to attract other life science companies to the area.

To reap the highest possible rate of return for this development, the PEDC hired Gateway Planning Group, a firm with a track record of producing comprehensive land use plans. The purpose of this planning effort is to understand the viability of current development plans, explore new uses and development strategies that will complement the current vision for the Spectrum Area. This plan will result in a market-driven land use and development strategy that will incorporate a mix of uses that takes advantage of Pearland’s unique location. After a three-day planning session with City staff, property stakeholders and any interested residents of Pearland, a preliminary assessment was created.

The preliminary assessment revealed five crucial findings. In order for The Spectrum to reach its full potential, these five points must be implemented; leveraging regional location, building on prior investments, creating a unified identity, utilizing the infrastructure investment plan, and creating a competitive advantage.
